Robbie Holmes
Robbie Holmes is a seasoned technology and public-sector advisor with more than 30 years of experience driving civic-tech innovation, digital modernization, and inclusive delivery across government and communities. He currently serves as founder and principal of Holmes Consulting Group Inc., where he advises public-sector clients on open-source solutions, procurement modernization, and engineering-enabled agency transformation.
Robbie has held pivotal roles at the U.S. Digital Service and the Department of Veterans Affairs, including leading technical efforts on the Vets.gov platform and supporting the USDS headquarters team to align engineering, procurement, and human-capital strategies in service of veterans. A recognized community organizer in the open-source ecosystem, Robbie contributes his expertise to civic-tech conferences and networks, and has worked as a small-business owner and consultant based in Manassas, Virginia.
